How the court figures are computed
Method: each case is counted at the court of its latest proceeding (detention sites and annexes included). Pending = no judge's final decision yet; this file holds removal and withholding-only cases only, so EOIR's own national count, which includes other case types, runs about 8% higher. Completed = the judge's final completion fell in fiscal year 2025 (Oct. 2024–Sept. 2025), not counting cases closed because DHS did not prosecute them, transfers or changes of venue. Days run from the date on the Notice to Appear. 'An attorney appeared' = an attorney filed Form EOIR-28 at some point in the case. Medians and shares are shown only where a court had 100 or more completions.
